In a recent Eve-O post, CCP Chronotis alludes to some interesting changes coming for POS's in Kali 3.
A question was asked about having a structure anchored at a moon with no tower and not being able to remove the structure without destroying it.
Jack Murphy posed the following suggestion...
"Reduce the guns structure from 1,5 mill to 15000 and give them 99% strucutre resitance against every damage typ as long a pos is anchored next to them.
So the guns are still a ass in the pain to destroy completly when a pos is there, and nearly instant dead when the pos is gone."
To which CCP Chronotis replied...
"Its already been put in for kali 3, the HP reduced and the bonus from the tower increased to 0.99. The intention is also to unanchor all structures after the control tower is destroyed."
Hmm...unanchor the structures you say? Now those undefended research POS's are beginning to look juicy...

Iceland-based MMOG Developer Expands to Tap New Talent Source in Atlanta
CCP Games, one of the world's largest independent game developers, today announced the expansion of its US operations by unveiling its North American headquarters in Stone Mountain, GA. CCP North America will hold a grand opening party at its new office on Friday, October 12, 2007. CCP Games' expansion to North America further exemplifies the gaming industry surge in Atlanta.
EVE Online, CCP's flagship game, is evidence of the company's success in the massively multiplayer online game (MMOG) industry, with a current subscription base of more than 190,000 players in more than 80 countries. Currently, 40% of all EVE Online players are located in the United States.
"CCP Games is excited to be at the epicenter of the US online gaming industry," said Mike Tinney, president of CCP North America. "Following the merger of CCP Games and White Wolf Publishing last year, we look forward to expanding our CCP North American team and player base over the course of this year."
In recognition of the growing gaming presence in Georgia, the first Southern Interactive Entertainment and Gaming Expo (SIEGE) will be held October 5 - 7, 2007 at Atlanta's Crowne Plaza Perimeter NW Hotel. CCP Games will join other online gaming leaders to strengthen the Georgia gaming community.
SIEGE is sponsored by the Georgia Game Developers Association (GGDA) and will showcase the fast-growing game design industry in the South. SIEGE will include a number of special events including game design classes and competitions, gaming tournaments, a job fair, as well as a variety of sessions to discuss online gaming.
"Computer and video games are a nearly $13 billion a year industry in the United States and a nearly $32 billion industry worldwide, according to a recent study by PricewaterhouseCoopers, and the South represents a significant and growing part of this industry," said Clinton Lowe, chairman of the GGDA. "We organized SIEGE to highlight the industry's presence in the South and further propel game development and design in the region."
CCP North America plans to hire more than 100 new employees for MMOG development and design positions at its Stone Mountain, GA office over the next 12 months. Show attendees and prospects will be able to speak with CCP executives at the CCP booth at SIEGE. This is the last blog before we publish the first Quarterly Economic Newsletter (QEN). The QEN will focus on standard macroeconomic indicators as well as discussion on the economics of EVE in general.
Over the weekend, Mercenary Coalition lost their Titain in action around the Deep Catch area. This is a large blow to the effort being given to take the Catch western front. But as someone in the Eve-O forums so eloquently put it, "Ya gotta use em, to loose em". Kudos should be given to MC for putting their Titan right on the front lines.
Rumors from sources inside BoB speculate that the loss of the MC Titan has prompted BoB to abandon the defense of Feyth and redirect all of their efforts into crushing IAC and capturing Catch. The FAT system has become somewhat of a meat grinder for all sides involved and no one can take that kind of beating for very long. With a concerted effort from BoB and MC it is inevitable that Deep Catch will fall.
These same sources have also indicated that some of the "BoB Pet" corporations have begun not paying their dues and that ISK is becoming hard to come by. Again, these claims are unsubstantiated but do come from a reliable source inside BoB.

To qualify for membership on the committee the following critea must be met
You must have membership of an alliance with sovereignty in one or more of the above regions
You must be the alliance executor or be sponsored by said executor
Only one applicant from each alliance will be accepted.
To apply you must submit a written application to Ashiro Nakuyama via EVE Mail. If you are not executor then the executor of the alliance must also present a letter of sponsorship thru the same means.
The application must contain your name, your alliances name, a short description and background of your alliance and any other relevant information you might think is pertinent.
We expect to get more applicants than we have seats for and in such a case we will decide entry upon factors such as territorial holdings, level of sovereignty, size of alliance.
Once on the committee you will join your fellow members, as well as several CONCORD delegates, in creating and proposing names for the new regions. Please note that there are stringent procedures in place for CONCORD naming conventions. CONCORD will make the final decision on the naming of the regions and reserves the right to refuse any names which do not meet up to its naming convention and choose its own names if the committee are unable to come up with any acceptable designations.
However, CONCORD will do its utmost to work with the capsuleer members of the committee to ensure that names are met with full participation of those involved.
IAC/RaGoon have lost 25S and it's outpost to McBoB. FAT is now under heavy siege and POS's will begin to come out of reinforced Friday after downtime. Things look bleak for the IAC right now as BoB is apparently trying to free MC and Fix for fights elsewhere by throwing a sizable chunk of its offense into bringing down "Deep Catch". Early reports say that cyno jammers are once again online in FAT in a desperate attempt to keep the BoB capital fleet from re-engaging. At the same time IAC are calling in all their markers from anyone they call friends. Could the fall of the Catch western front spell the beginning of the end for the Coalition? Or will an epic stand turn this into the Alliance's Stalingrad? Tell us what you think!
Beta and Duckling, two of the planners for CCP's upcoming Fanfest 2007, will be chatting live on October 4th at 2100GMT (5PM EDT, 2PM PDT) and they'll be able to tell you "...everything you wanted to know about the Fanfest. And possibly some things you really didn't want to know."
Eris Discordia's recent DevBlog brings up the possible uses of the Tactical Map...
"Through the course of our work on Ambulation, weve come to realize the potential a Tactical Map could have when it comes to things like war planning, logistics and complex fleet movements. The Tactical Map would be a 3D holographic image of the universe.
The difference between the Tactical Map and the F10 map is that the Tactical Map would allow interaction of multiple people simultaneously - with the expected moderator privileges, obviously. It's a collaborative tool, meant to aid corporations and alliances in dealing with the complexities inherent in tactically coordinating large numbers of people. "
Some anti-virus programs are falsely reporting the following files as a virus:
RedistD3DXOnly.exe located in the C:\Program Files\CCP\EVE\bin\ directory, and
stdlib.ccp located in the C:\Program Files\CCP\EVE\lib\ directory (normal locations after a default installation).
The AV programs flagging these files as virii include:
PCGuard from Virgin Media,
F-Prot by Frisk Software,
Iolo Antivirus,
AT&T; Internet Security Suite, and
Verizon Internet Security Suite.
Some of the programs allow the user to add exclusions, that is a safe work around that will allow you to play EVE until the software companies update their virus definitions.
CCP has contacted the first three companies in an effort resolve this false positive, the latter two require support calls be made by customers of their service. If you are a customer of an ISP who has bundled an AV suite into their software and are suffering from this false positive, they encourage you to contact your ISP and inform them of this issue.
CCP does do not recommend disabling AV software in order to play EVE, neither do we.

Need for Speed Initiative
Multiple database procedure updates and optimizations have been added, this results in a greatly reduced amount of load on the SQL servers and improved server stability.
EVE Voice
An issue that prevented running of multiple EVE clients using multiple Windows users has been resolved. It is now possible to run multiple clients using Fast User Switching in Windows.
An extraneous (and empty) "plugins" directory was being created on Voice enabled accounts. This directory will no longer be created.
Localization The following changes and fixes have been made to localized clients:
Some character sheet information, such as school and bloodline, will now display in the correct language.
The scan categories in the scanner will now display in the correct language.
The "Item Groups" list will now display in the correct language.
The agent race in the conversation panel will now display in the correct language.
The warning message of "You cannot keep xxxx range" will now display in the correct language.
The "No distance available" warning message will display in the correct language.
When creating a contract, the string "current station" will now display in the correct language.
In the journal, a public contract would show 'none' as issued to. This will now display in the correct language.
On the fitting screen, the recharge rate of the capacitor will now display in the correct language.
The 'Compare' button to summon the compare tool will now display in the correct language.
When assuming control of Starbase defences, "Target" and "Source" will now display in the correct language.
When applying changes to a corporation member, the "saving changes" dialog was not translated. This will now display in the correct language.
The "Auto target back" dropdown menu now displays correctly.
The client version number displayed on the system menu is no longer clipped.
Several texts in the starbase management window are no longer clipped.
An exception thrown by localized clients when opening a show info window has been resolved. This exception was nothing more than a warning.
Miscellaneous
The spacing in Wallet Column titles has been improved.
The uninstaller no longer deleted non-EVE related shortcuts from C:\Documents and Settings\[user]\Start Menu\Programs.
An error where a Unicode character in the install folder name would prevent the display of mission details has been resolved.
The Opus Alliance logo has been updated.
Exploit Fixes
CONCORD
CONCORD officers will now drop the donuts and immediately deploy with the intention of smoking your criminal derrière if you remote repair criminal NPCs. They will no longer set up a roadblock at the next stargate and wait for you.
"The Revelations 2.2.2 patch has been deployed and Tranquility has returned to service. If you have an issue after the deployment, please check the Known Issues page to see if the Dev Team is already aware of it and submit a bug report. If you are unsure of what has been changed in this patch, please take a look at the Patch Notes page. You can also take a look at the announcement thread for this patch."
Tranquility will undergo an extended downtime on Tuesday, 25 September. The start time is 11:00 GMT and the length of the downtime is expected to be 3 hours. During this time, a patch will be applied to Revelations consisting mainly of fixes. Patch notes will be available in the near future.
CCP added some shirts for lil ones recently, as well as increased credit card security for better fraud protection. They're also looking for bughunters for their localized clients. WIRED had an article on the Online Game Alliance Against Piracy, which has CCP among its members in the fight against game piracy in China. MPOGD.com also had an EVE article this week entitled An Eye To The Future where Hilmar discusses a bit about the future of EVE Online.

As part of the next major expansion, CCP will be launching Localized clients for Russian and Japanese, as well as expanding the German Client. The Bughunter team is now recruiting a new team of players, the Localization test team. This team will comprise of native speakers of the languages in question who will review the work of the translation team. This is to ensure that the translations fit properly into the context intended as the professional translation companies understandably lack the experience in the game that the players have.
If you would like to be a part of the team that brings Eve to the non-English speaking public, apply with CCP now. You must meet the following criteria:
Minimum 18 years of age.
An excellent understanding of the English language.
A minimum of 4 months playing EvE-Online.
A good understanding of EvE mechanics.
